9. When Forwards Can Mean Backwards. Article in The Japan Times, July 5th, arguing that Europe's leaders need a new language to explain their plans. More integration and merging of sovereignties may not mean going 'ahead' or moving at ' a faster speed'. It could mean going slower and moving backwards. There are different directions for the European process to take. The present model may not be the best. So-called core countries, far from being pioneers, could be lagging behind.
